what are voice tools?

hello every1
I posted this before too but got no reply. I hope this time i will.
I wanna know like that when i go in chat rooms I see ppl taking over the mic ok I know what that is, Mic Lockers But there is one other thing that They Take all of the voice users somehow, I wanna know How do they do that, what tools they use is it something like voice dominance or what?
anyone who has knowledge How to Grab all users and what tool to use, please tell me

ty for reply but i think ur reply wasnt helpful at all dude. I asked if anyone can tell me or upload or paste link for any good tool like this AS I LACK INFO abt this, a tool that I can use with regular messy to get all the voice users in the room when i play music or talk like other ppl grab all users

that tools are paid tools like the sniper super vox etc etc also mass iggy like master of voice stb the only free is phantom
