if u are in other country like philippines your not gonna get arrested police there are not alert they dont have any computer... they need more technology there...how they gonna whos doing it.. im not doing that coz im in united states it easy to get arrested they will track ur ip address..
It is not your local police you have to worry about.... Your internet service provider (ISP) is governed by international laws and if they find out what you are doing they are obliged to cut your service for breach of terms of service..... no internet service provider permits hacking no matter where in the world you are .... so again all i am saying is be careful... you've been warned.

Default help: next level of booting

There are a lot of programs that can attack the ip of a target (ex.. crazyping, ipflood). And even without a third party program you can bring down a target victim’s internet connection using the “ping” command (ex. ping ipaddress -l 25000 -n 3000).

The real challenge is how to get the ip of a specific target. There are IP getter programs out but I’m not sure how effective they are. Using the netstat way isn’t at all that effective in my experience. Some say sharp’s ip getter is effective. But again, in my experience, it is not so. Personally, I use Aports. However, like other ip getters and ip monitoring tools, the ip of a yahoo user is displayed very briefly. Perhaps, its yahoo’s way of protecting their users.

It has been said many many times in different forums that to get someone’s ip, you need to establish a P2P connection with the target. This can be achieved thru file transfers, viewing webcam, add buddy and sometimes though rarely, thru pms. Without a established P2P connection, getting one’s ip is impossible besides having a website of your own and getting the target to log in to your site. Having said this, it is clear therefore that the target must be a friend of yours for you to get his ip.

Now, another thing we must take note of is the fact that most users are on a dynamic ip. Thus, the next time your target connects to the net, chances are, he is on another ip.

With all these taken into consideration, I don’t see nuking/ddosing or attacking someone’s ip as a viable or practical option to take down a lamer. I don’t see anyone wanting to nuke a friend except those with real crooked mind. Besides, it might be a one shot attack only because chances are, your victim will be on another ip the next time he goes online.
impact is online now

Absolutely %100 correct.... well said impact.
the ONLY way to get I.P through yahoo is by direct connection (p2p) and this is not possible with most clients like ytunnel, yahelite etc.....
